Media Report on the "Two Sessions": People's Digital Broadcasting Network | National People's Congress Representative Wei Zhen: Vigorously Developing a New Type of Integrated Medical and Elderly Care Institutions with
The seventh national population census data shows that the proportion of the population aged 60 and above in China is 18.70%, of which the proportion of the population aged 65 and above is 13.50%. As the aging population deepens, healthy elderly care has become a rigid demand for the entire society. During this year's National People's Congress and the National People's Congress, Wei Zhen, a representative of the National People's Congress and chairman of Hefei University of Technology High tech Information Technology Co., Ltd., brought a proposal on vigorously developing a new type of medical and nursing integration institution that integrates "medicine, nursing, care, and entertainment".

Due to the decline of physiological functions, frequent chronic diseases, and poor self-care ability of the elderly, their medical care is not entirely medical care, nor is it simply a nanny job. "Wei Zhen said that medical care involves many aspects such as medical treatment, health education, health preservation, and psychological comfort. He suggested establishing a new model that integrates "medicine, nursing, care, and entertainment" to better cultivate new professional nursing personnel.
In terms of the development of medical and elderly care integration institutions, Wei Zhen suggested that the government should vigorously develop state-owned, private, or mixed ownership medical and elderly care integration institutions that integrate "medical, elderly care, nursing, and entertainment", and encourage and support a large amount of private capital to enter this field. Allow the use of idle factories, office buildings, etc. for renovation, and develop medical and nursing integration institutions with different demand types at the high, medium, and low end. Provide one-stop support in project initiation and application, financial policy financing support, and other aspects. Encourage high-end and mid-range medical and elderly care institutions to have all medical conditions except for major surgeries, special testing and chemotherapy, ICU care, etc.
In terms of simplifying the medical insurance application process for medical and elderly care institutions and providing subsidies for elderly residents to stay in medical and elderly care institutions, Wei Zhen suggests allowing some of the medical expenses generated by medical and elderly care institutions to be included in medical insurance according to the standards of medical institutions (currently the medical insurance policy of 80 yuan/day), thereby reducing the economic burden on low-income elderly residents entering the park; Elderly people from only child families will be given appropriate admission subsidies.
In addition, Wei Zhen also suggested that the government should encourage and support the development of cleaning, accompanying, and emotional robotics industries, and use gradually mature AI technology to solve the problem of insufficient human resources.
