Procurement prices have always been a focus of social attention, and the problem of "winning at a low price" in bidding that poses obstacles to improving product quality for enterprises urgently needs to be solved. During this year's National People's Congress and National People's Congress sessions, Wei Zhen, a representative of the National People's Congress and chairman of the National Institute of Technology, proposed suggestions for further strengthening the supervision of the "lowest price bid" in bidding.
Wei Zhen learned through research that "winning the bid at the lowest price" has been widely used as a theoretically excellent method in both government procurement and engineering construction bidding. However, there is currently a phenomenon of laziness in procurement departments in some places, which has turned 'winning the bid at the lowest price' into a labor-saving pure price competition, and even some unreasonable malicious competition has led to the phenomenon of 'selecting the best and winning the worst', reducing the quality of products and engineering, and even burying risks and hidden dangers, and discouraging the enthusiasm of enterprises for innovation and research and development, "said Wei Zhen.
In response to the above phenomenon, relevant authorities have successively introduced or improved relevant laws and regulations, and rectified "abnormally low bidding", achieving certain results. However, there are still difficulties in implementing and enforcing relevant laws and regulations.
Regarding this, Wei Zhen suggests: on the one hand, accelerate the process of implementing relevant laws and regulations, and further improve the rules of "winning the bid at the lowest price" at the legal level; On the other hand, it is suggested to add the evaluation method of "optimal quality method" in the bidding and tendering law.
In July last year, the Ministry of Finance announced a new version of the "Government Procurement Law of the People's Republic of China (Revised Draft for Comments)", which added the content of "For procurement that implements government pricing or has special requirements for quality, the best quality law can be adopted".
For example, in the procurement of some precision instruments, in order to 'select the best from the best', the 'optimal quality method' can be used. Wei Zhen stated that in comparison, the 'optimal quality method' has added a new concept of 'full life cycle cost', and scores will be evaluated based on quantitative indicators of quality factors. The subsequent performance ability, service quality, after-sales service, and other aspects of the bidding party will be included in the evaluation of important links.
It is recommended to introduce the 'best quality method' into the bidding and tendering law, which will play a positive role in effectively curbing price based and low price vicious competition, especially for high-end manufacturing, modern service industries, and other fields. It will help promote enterprises to carry forward the spirit of craftsmanship, innovate bravely, create high-end quality, and enhance core competitiveness
Wei Zhen also suggests that technologies such as big data and artificial intelligence can be used to strengthen the monitoring and analysis of bidding activities, improve regulatory capabilities and levels, strengthen punishment for illegal bidding behaviors, create a fair and just bidding market environment, and provide excellent soil for physical enterprises to achieve innovation driven and high-quality development.
