3. Safeguard measures

(1) Optimize the collaborative governance mechanism. Strengthen departmental coordination and promote the effective implementation of key tasks. Encourage local governments to formulate targeted and operable policies and measures based on actual conditions, and promote the development of the Internet of Things industry and the planning and construction of new infrastructure according to local conditions. Give full play to the role of Internet of Things industry associations and industry alliances to effectively promote the docking of demand and resource sharing between upstream and downstream industry chains.

(2) Improve statistics and evaluation mechanisms. Improve the statistical system of the Internet of Things industry to provide scientific basis for evaluating the effectiveness of action plans. Continue to strengthen the quality evaluation of new industrialization demonstration bases for the Internet of Things, and standardize the process management and third-party evaluation of key actions such as "unveiling the list and taking charge".

(3) Improve the talent training system. Support and guide general colleges and universities and vocational schools to increase their efforts in cultivating professionals in Internet of Things-related disciplines and fill the talent gap. Encourage enterprises, schools, and scientific research institutions to jointly build laboratories and training bases to enhance the supply of innovative, applied, and complex Internet of Things talents. Promote and improve the professional and technical skills standard system for Internet of Things talents.

(4) Increase fiscal, taxation and financial support. Give full play to the leading role of fiscal funds, encourage local governments to set up special funds for the Internet of Things, and guide financial institutions to participate in the construction of new infrastructure for the Internet of Things. Implement preferential tax policies such as super deductions for R&D expenses to encourage enterprises to increase investment in R&D. Promote the connection between social capital and small and medium-sized enterprises and promote the solution of Internet of Things financing issues.

(5) Deepen international exchanges and cooperation. Relying on the "Belt and Road" initiative and making full use of cooperation mechanisms such as the Regional Comprehensive Economic Partnership (RCEP) to promote exchanges and cooperation in technology research and development, industrialization promotion, infrastructure construction, and talent training. Support domestic IoT companies to set up branches overseas, actively expand international cooperation channels, and enhance the level of international development.
