1. Overall requirements
(1) Guiding ideology.

(2) Work objectives.
By 2020, the national cargo transportation structure will be significantly optimized, the bulk cargo transportation volume undertaken by railways and waterways will be significantly increased, the port, railway collection and distribution volume and container intermodal transport volume will increase significantly, and breakthrough progress will be made in the adjustment of the transportation structure in key areas, bringing Beijing to the forefront. Tianjin, Hebei and surrounding areas will be built into a national transportation structure adjustment demonstration area. 2. Actions to improve railway transport capacity
